Chris Finlay began investing in real estate early in his career as a commercial airline pilot with Eastern Airlines. Casual investing soon evolved into a major commercial real estate business, and in 1983, Chris resigned from Eastern to concentrate exclusively on the Finlay Company. During the ensuing years, Chris grew the company into one of the largest real estate firms in New England with offices throughout the region.

In 1990, he began to focus on real estate development, and over the next fifteen years developed and constructed approximately 40 communities and 5,000 units, plus 20 post office facilities. At the same time, he expanded his property management company to accommodate the growing multifamily portfolio.  In 2014, he turned his focus to his new multifamily investment firm, Lloyd Jones Capital. Finlay Management has a strategic partnership with Lloyd Jones Capital in the acquisition, enhancement and management of carefully selected multifamily real estate assets.

Chris’s education includes Upper Canada College and post-graduate studies at the Harvard Graduate School of Design. He has also completed extensive industry training through the CCIM, SIOR, RESSI, IREM and LIHTC programs. He has served as senior instructor at the University of Maine Real Estate Division and senior instructor for the Graduate Realtors’ Institute of the Massachusetts Association of Realtors. He chaired the Commercial Investment Division of the NH Association of Realtors and served on the board of the NH Association of Industry and Commerce where he was elected Chairman.

Holly Costello is a 25-year veteran of the multifamily real estate industry and has held long-term, executive-level positions with some of the nation’s best-known property management firms. Her expertise covers all residential asset classes including affordable, tax credit, conventional, military, and student housing. Her management portfolios, ranging in size from 12,000 to 25,000 units, have included new construction/lease-ups, troubled receiverships, major renovations, and operational turn-arounds.

In addition to property management operations, Holly has experience in investment real estate capital markets, having worked with institutional investors and pension funds on real estate acquisitions and management. At Finlay Management, Inc., Holly is the President and Chief Operating Officer.

Holly holds a Certified Property Management (CPM®) designation and was the 2016 President of the West Coast Florida Chapter of the Institute of Real Estate Management (IREM®). She has also held executive board positions with Bay Area Apartment Association, Florida State University Executive Real Estate Committee, Urban and Land Institute Multifamily Council and the University of Florida Bergstrom Council. She holds the CPO, NCP (LIHTC designation) and Society of Real Estate Appraisers certifications. Holly attended the University of South Florida and Florida State University.

Kathy Hensley is a multifamily professional. During her 20-year career in property management, she has acquired a unique breadth of experience having served in a wide variety of capacities. Beginning with on-site positions, she advanced to systems coordinator, trainer, human resources consultant and regional director.  She has held executive-level positions with major companies and has a proven track record of multi-million dollar renovations, repositioning/rebranding communities and keen oversight of various multifamily portfolios.

Since joining Finlay Management, Inc., Kathy has been instrumental in the growth of the firm, creating policies, procedures and systems to accommodate the growing portfolio.

Kathy graduated from Memorial University of Newfoundland, Canada where she earned her Bachelor of Arts Honors.  She is active in the Apartment Association of Greater Orlando and sits on the Board of Directors. She holds the highly respected CPM (Certified Property Manager)® designation from IREM (Institute of Real Estate Management)® and is a member of the Executive Council of the local IREM chapter.


Susan Truesdale is a 35-year property-management veteran, specializing in the Southeast. During her career, she spent ten years at Greystar as Southeast regional manager handling training, due diligence, and asset takeovers for which she received numerous awards. Susan has worked with a variety of apartment types including distressed assets, new construction lease ups and tax credit communities. She is also knowledgeable about interior and exterior renovations for multifamily communities.

Over the course of her career, Susan has held the following industry-specific designations: National Apartment Association’s Certified Apartment Manager (CAM)® designation; the Accredited Residential Manager (ARM)® designation from the Institute of Real Estate Management (IREM)®; and the Licensed Condo Association Manager (LCAM®) designation. She has also completed three modules toward the Certified Apartment Property Supervisors designation.

Susan was regional vice president of the National Apartment Association for eight years, during which time she served as president of both the Florida and the Bay Area apartment associations. At Finlay Management, she handles the East Coast portfolio and provides local expertise to the Lloyd Jones Capital investment team.

Shyla Shepard is a respected name in the multifamily property management world. From the beginning of her career, she has been recognized as a leader in her field, consistently winning annual achievement awards including the esteemed “Regional Manager of the Year.”

Starting as a property manager, she has risen through the ranks of major property management firms to positions of Senior Regional Manager and Director of Operations. Focusing on the Dallas/Fort Worth and South Texas markets, she has handled as many as 7,000 units and has been responsible for hiring, training and accounting. Her portfolios have included conventional and affordable properties ranging from Class C to A.

As Senior Vice-President for Texas, Shyla is responsible for the property operations of Finlay Management’s Texas portfolio. Supported by a team of regional and local property managers, she coordinates management policies and procedures and oversees the performance of all Texas assets. In addition, she brings local market expertise to affiliate investment firm, Lloyd Jones Capital.



Keith Conner has over a decade of experience in the construction industry from ground-up construction and large scale capital improvements to interior renovations and maintenance oversight.

Keith began his career with Summit Properties in Charlotte, North Carolina. He went on to hold numerous leadership positions in operations, maintenance, and development for AIMCO, Davis Development, and a luxury multifamily developer.

During his career, he has fostered low maintenance and cost effective programs, designed unit interior renovation plans, and implemented asset preservation measures.

At Finlay Management, Keith oversees all of the physical due-diligence work on asset takeovers. In addition, he works closely with senior management to create and administer all policies and procedures for the firm’s maintenance division.

Keith is a licensed general contractor and holds certifications for OSHA workplace safety, EPA and Heavy Equipment Operator Training.

Katie started her career in the multifamily industry as a leasing agent while attending college. After graduating, she worked her way up, becoming a Regional Marketing Manager. In this role, she oversaw marketing initiatives for several apartment communities on the east coast.

Her passion for the property management industry led her to become the Regional Training and Marketing Director at Milestone Property Management. During this time, she was responsible for implementing and overseeing training programs and marketing projects for over 50 apartment communities throughout the Southeast. As the Director of Marketing and Training at Finlay Management, she is responsible for all on-site training and development, marketing initiatives and corporate brand positioning.

Katie currently holds National Apartment Association’s Certified Apartment Portfolio Supervisor (CAPS®) designation and is a faculty member of its Education Institute. In addition, she currently serves on the Executive Committee for the First Coast Apartment Association and the Florida Apartment Association. She is also a member of various committees for NAA’s local and state chapters in Florida. Katie graduated Cum Laude from Ursuline College with a Bachelor of Science in Business Management.

TJ Jenkins is an award-winning, multifamily operations professional. Over the years, she has held management positions from property manager to regional property manager and refinance specialist. TJ’s expertise includes property takeover and re-positioning, major renovation, and lease-ups.

Originally recruited by Finlay Management to turn around a struggling property, she has since been promoted to regional property manager overseeing the Orlando and Jacksonville markets. Winner of many awards, she is known for her insistence on excellence as well as her ability to develop and mentor operations teams.

As a Regional Property Manager at Finlay Management, TJ is responsible for the oversight of the properties in Central and Northern Florida. In addition, she works with the firm’s affiliate firm, Lloyd Jones Capital, to provide local expertise in the Orlando and Jacksonville markets.

TJ holds National Apartment Association’s Certified Apartment Portfolio Supervisor (CAPS®) designation and is a Certified Property Manager (CPM®) Candidate with the Institute of Real Estate Management (IREM®).


Cynthia Preziosi has over 23 years of experience in the property management sector in South Florida. Over the course of her career, she has worked for both private and public companies including Trammell Crow and Gables Residential. Cynthia specializes in overseeing site operations and staff training. In addition, she has led major capital renovations projects.

Cynthia holds the Certified Association Manager (CAM) designation and is pursuing the Certified Property Management (CPM)® designation from the Institute of Real Estate Management (IREM)®.

At Finlay Management, Cynthia oversees the firm’s South Florida portfolio in Palm Beach, Dade and Broward Counties as well as Naples, Florida. In addition, she provides local market expertise to affiliated investment company, Lloyd Jones Capital.


Artricia Allen has more than ten years of experience in affordable housing, compliance and technical assistance, and property management. She is well versed in virtually every affordable housing program in the country including Low Income Housing Tax Credit, HOME Investment Partnership, public housing, HUD project-based Section 8 and housing choice vouchers.

She has served with the Texas Department of Housing and Community Affairs as a program manager for the HOME division where she provided technical assistance and contract management. In the public sector, she has served as Admissions Manager for the Housing Authority of City of Austin, overseeing eight admissions specialists. For Harris County (Houston), she was the affordable project monitor.

In the private sector, she has served as regional manager and regional property supervisor of the affordable housing portfolio for major real estate entities. There, she was responsible for the property management and program compliance for 1700-unit portfolios.

Atricia holds a Bachelor of Science in Business Administration from the University of Texas, Austin, and a Masters of Public Administration from the University of Texas at Arlington. She has earned numerous industry designations including Housing Credit Certified Professional (HCCP); Certified Occupancy Specialist (COS); HOME Certified Specialist –Compliance and Regulations; and Housing Development Finance Professional (HDFP). At Finlay Management, Artricia oversees the firm’s Houston portfolio and provides local market expertise to affiliated investment company, Lloyd Jones Capital.

Linda has been in the property management business in San Antonio for thirty-five years. Ten of those years she served as a Regional Property Manager with Equity Residential.

Linda specializes in marketing and staff training, and she prides herself on cost control policies. She has won multiple awards for “Manager of the Year,” as well as “Property of the Year.”

She has been an instructor for the San Antonio Apartment Association and has served on the Education Committee. She is a licensed Texas Realtor, and a Certified Apartment Property Supervisor (CAPS). She also holds the esteemed CPM (Certified Property Manager)® designation from IREM (Institute of Real Estate Management®).

At Finlay Management, she serves as the Regional Property Manager for the San Antonio area. In addition, she provides local market expertise to affiliate investment firm, Lloyd Jones Capital.


Barbara Miller is an award-winning property management professional. She has 20 years of multifamily operations experience with a concentration in new development, value-add and dispositions.

As a previous associate for major firms including Trammell Crow, Whiteco Residential and others, Barbara has assisted with multiple new development lease-ups plus the acquisition and disposition of Class AAA to Class C real estate products.

Barbara holds a Bachelor of Arts from Western Carolina University and spent her earlier career as an anchor for The Sports Report, a Houston-based cable sports show, and twelve years in the airline industry.

As a Regional Property Manager for Finlay Management, Barbara oversees the firm’s South Carolina multifamily portfolio and provides local market expertise affiliate firm, Lloyd Jones Capital, in its investment analysis.


Jerry Haley’s career in property management spans 15 years and includes a broad expertise in all facets of the industry.  He is well versed in site management, operations and IT.  His knowledge of the trades, coupled with his technical skills, positions him well to lead the facilities maintenance department.  In this capacity, Jerry is responsible for implementing maintenance policies and standards, development and training of maintenance teams, asset preservation, construction oversight and all capital projects.

Jerry graduated from Southwestern University with a Bachelor of Arts in Business Administration and a minor in Finance.  In addition to various industry certifications, he holds the Certified Apartment Maintenance Technician (CAMT) and Property Maintenance Craftsman (PMC) designations from the National Apartment Association and the City of Jacksonville respectively.


Stacey Hess serves as Corporate Controller. Her background includes fifteen years of public accounting where she specialized in corporate taxation and small business accounting. In addition, she has experience in financial statement auditing.

Stacey graduated Magna Cum Laude, from Dowling College in New York with a Bachelor of Arts in Accounting and has been a Certified Public Accountant since 1989. She is strongly committed to her volunteer work within the school system, her church, and various charitable organizations.
